Whenever Raguel’s card is present it appears to let you know that Divine justice is in motion at this time. So you don’t need to act as judge and jury, in fact you want to get out of his way as quickly as possible, so he can do his job without distraction.
He will ensure that fairness and justice are doled out wherever necessary. Furthermore; he won’t make a judgement until you surrender to the process.
